If your going to kayak fish in the lagoon :
1. Your supposed to have a permit. (Read posts above)
2. Stay in the passive area and out of the boating area. The areas are clearly marked by buoys.
3. Do not tie your kayak to a buoy while fishing.
4. Enforcement in winter is very rare. Enforcement in summer on weekends is a given.
5. If you happen to be out there and have the police boat come up to you you better have your fishing license or your screwed. Other than that they will MOST LIKELY tell you your breaking the rules and not write you a ticket.
I have (and so have a lot of other people) fished there for years and never had a problem.

Thanks for the info its much appreciated. May check it out sometime just not sure if its worth my time to deal with all that and pay 13 bucks, but i have a couple buddies that are newer to kayaking than i am and they dont feel comfortable in the open ocean yet so we may go there.
