How to cede time/obtain more speaking time on Oct. 21st BRTF mtg
What happens on Oct. 21st.
There will be a room dedicated to Proposal #2. In that room, there will be a central table (I'll bring a portable table just in case) for coordinating ceding time. On the wall, there will be a poster clearly marked "Cede Time Here" so people can easily find this table. The kayakfishermen and spearos are coordinating this ceding time at the "cede time" table by taking names and cards of people wanting to cede time and doling them out to people needing time. We will also tell speakers what they need to do to make sure they have the full amount of time. The central location in the room dedicated to Proposal 2 (clearly marked) will help coalesce our group and organize the ceding time process. So to summarize: 1) When you come into the hotel on Oct. 21st, make your way to Proposal 2 room if you want to cede time or need time. 2) Look for the table clearly marked with a big poster that says "Cede time Here" 3) We'll tell you what you need to do if you want to cede time (mainly fill out a card and give it to me/us) 4) If you need time, come speak to me or another organizer at the table (in the room dedicated to Proposal 2). If I don't know you, be prepared to have a kayakfisherman/spearo/fisherman introduce you to us before we give you time cards. I know most/many of you so this shouldn't be a problem. 5) Above all, please please be civil to all sides. From all indications, we'll be outnumbered by the other side (thus we need everyone to show) but irrespective, it's our truth, our voice, and our presence that will make the difference. We'll be the underdog number-wise, most likely, but we will conduct ourselves with dignity and truth.

How much time does one person get? Will this amount of time change depending on how many want to speak?

probably. No one knows how many people will show up. 500 people might show up when you include the other side. There is no way each person will get 1 minute as the meeting would never end. They have to take public comment, but they also have to get to their agenda too.

We may only get 3 seconds.

On "Let's talk hookup" 1090 A.M. this morning a caller said that a speaker will be allowed 30 seconds to speak but can buy other's time at a discounted rate of 15 seconds to be added to their time for a maximum allowable time of two minutes.
