The plastic ones make a great waterproof(ish) container. I carry one on my trident, it fits right behind the seat and is perfect for Plano trays.

Been using one for years. The hatch in the lid is perfect for your license. I also have multiple boxes of plastics and lead heads, as well as lots of loose bags of baits.
