From what I understand it is illegal to dive anywhere inside San Diego Harbor due to all the military bases and ships there.

Use to be able to when I was a kid but not anymore. You need a permit for the bay. I don't know what the process is but it can't be to easy, kinda like trying to get a concealed gun permit.

i know military ON ASSIGNMENT & SDGE DIVE THE BAY BUT NO ELSE AS FAR AS I KNOW

The Harbor Police regulates diving in the bay.
