Get a kayak scoop and drag macs/sardines around the shipwreck/artificial reefs for halibut. But if a paddle but a lot more fun that sitting in te bay.

Great Spottie action right off the beach of Campland drifting from the docks to the mouth of Rose Creek with 3" swim baits or drop an anchor in De Anza cove just east around the point and fish for Mud Marlins and Leopard sharks with heavier tackle. Fresh Dead macs or whole Squid on the bottom with heavy wire circle hooks and 2 oz egg sinker.

Also try over by the bowling pin. If you don't know it, just look and you will understand. On an island in the bay.

Slow drift 5" Kalin's lunker grubs on a weedless jig or carolina rigged on a weedless worm hook, for spotties or possible halis. From Ingram (sp) street bridge to the aforementioned bowling pin. I'd stick closer to the East side if there are yahoos out on motorized vehicles.

You want tide flow, not slack tide. Just drift with the current

If there are too many yahoos, you can drift between the bridges (which is 5 mph zone).
