Wheel it as close as you can to the launch then put the yak over the wall and set it up on the beach.

Looks like it will be closed for a while. They have all their equipment stored on the street and a pretty big pile of dirt/sand at the beach end.

Boat Launch Update
E-mailed the city last night about a progress update on the boat launch,
Thank you for contacting the City regarding the project. Your question was forwarded to us - as we serve as the Community Liaison for the project. The boat launch is closed through at least mid-February as the outfall structure at the end of Avendia De La Playa is being replaced. There will be more work on Avendia De La Playa that will continue through mid-May but will not affect the boat launch, but may entail detours or traffic control through the village.
