That all depends on how far you want to walk. The best option is to park on stephen m white drive and wheel your kayak to the water. When you're done fishing you can walk to your car and drive to get your kayak, the first 20minutes are free but you will have to leave your gear unattended when you walk to your car. You can wheel your kayak and gear to the car but trust me, you'll regret it when you're about hallway up the ramp. If you're fishing the outside you can do the same when you land at the beach.
Overall, cabrillo is pretty safe but then again so is LJ and look at many yakkers have had gear stolen and or cars broken into.
