If you're military, both Miramar and MCRD have kayaks to rent. Last time I rented one it was $10.00 for the day. I just bungied a milk crate with pvc pipes for rod holders to the back.

Like the last post, If your military the Outdoor Rec at Camp Pendleton has the hobie revolution you can rent.

Dana point jet ski and kayak had kayaks for rent last time and had ones setup for fishing
