Wait a few days after they stop dredging to fish the harbor. A good tide swing will pull out all the debris they leave floating in the water.

I haven't seen dredging in the front of the harbor since August? I was out there this past Monday (12/31), did they start it up again? I would say the 56 degree water has more impact on the spotty's right now.
