Thanks. I could not find any restrictions in the fish & game booklet, so I wanted to ask.
Trying to avoid fines...

When the black ball is in effect, you can't launch. Sometimes the flag is a black and yellow checker designating one side or the other for swimming only. Whichever side is designated for surfing is alright to launch. Don't piss off the surfers. Stay in the channel. Duh.
