Hobie rudder won’t turn right

Sounds like when you pull the handle with the cord that pulls the rudder to the down position, you aren't locking the cord onto the cleat on the deck that keeps the rudder in the down position. When coming in you need to release the cord from the cleat , so you can then pull the rudder up handle so the rudder will move back up.

As Mark said, there's a jam cleat likely on the map pocket that you need to pull the rudder down line into to keep it locked in the down position. You will need to release it before pulling the rudder up. I used to uncleat right before I hit the beach in a surf landing.
