Doesn't take a constitutional lawyer to resize that the state has passed legislation that requires as a Condition to fish a state license.

Wrong Dictionary. Legal Definitions come from a law dictionary (i.e. Black's or Bouvier's).

For example, a legal definition of person can mean Corporation. But under common law, is a person also a corporation?
