The reason for putting the noodle inside your kayak for safety is, if the hull fills with water, the kayak hull is no longer displacing the water beyond the volume actually occupied by plastic. The noodle inside the hull takes over displacing a smaller volume of water than the hull, but enough to keep the kayak from heading to the bottom.

think of it this way, if you are in a swimming pool and have a pool noodle, do you float higher when you hold the noodle over your head? No, because it is not displacing any water BUT it is contributing a small amount to the "assembly" of your body and the noodle. When you sit on the noodle it is submerged. The weight of the assembly has not changed, but WHAT is displacing the water HAS changed.

Sorry for the long-winded answer, but this is a pretty common misconception and the answer is not necessarily intuitive.
