Looks like a custom job with no steering other than dipping the paddle.
There is however currently manufactured motorized kayak called the MOKAI. 6hp 4 stroke Honda engine, i think it gets up to 15mph http://www.mokai.com/

heh, no kidding. But did you hear the announcer say that it won't float if its not moving? (makes sense given that small 'yak and the big motor).
