We were there new years day, easy in easy out. You can setup in the parking lot and wheel your kayak to the launch without a problem. The biggest issue you'll have is the length of the walk to get to launch and getting your kayak over that little step right Where the opening is in the wall near the restrooms. If you're lucky and the surf God's are sleeping that day you'll be able to launch right in front of the restrooms.

If you launch early before the lifeguards go on duty, you can launch in front of the bathrooms. If later you can still hit the beach in front of the bathrooms but will have to drag your kayak south beyond the orange cones to launch. When you land same thing with the cones unless the lifeguards are off duty. There is two signs right at the step to the beach explaining. I've seen the life guards get on people's ass over not follow the directions. Either way launching is still easy.
I spoke with a guy working at the launch and he said they will be going into March and told me that they are not permitted to work there in the summer.

Hey all, I happen to work for the City and my understanding is that this project is a Storm Drain upgrade.. Larger pipes and some outfall work.. Timelines are as stated above..
