Tourist card/visa/Forma Migratoria Para Turista (FM-T) same thing as far as I know. Yes we all have boat permits. There is conflicting info as to whether these are needed too. Better safe than sorry is the motto for a lot of things in baja.

I agree that it's better to be safe...and that the guy with the gun is always right...

I've got my boat permit and Mex fishing license. Just need the visa/FMT and a
pocket full of $ for protection...
