Looks like some kind of Haywire twist tool for wire leaders. Too complicated for a snell knot maker...

By the avatar, I would guess some type of fly tying tool. Probably for the wire wrap?

looks like it's used to make wire lures. the knobs I'm guessing are used to twist and bend the wire shaft info place.
