pelagic species VS pelagic finfish

according to DFG they are two different things.

Definitions: Coastal pelagic species means any of the following: northern anchovy (Engraulis mordax), Pacific sardine (Sardinops sagax), Pacific mackerel (Scomber japonicus), jack mackerel (Trachurus symmetricus), and market squid (Loligo opalescens).

Pelagic finfish are a subset of finfish defined as: northern anchovy (Engraulis mordax), barracudas (Sphyraena spp.), billfishes* (family Istiophoridae), dolphinfish (Coryphaena hippurus), Pacific herring (Clupea pallasi), jack mackerel (Trachurus symmetricus), Pacific mackerel (Scomber japonicus), salmon (Oncorhynchus spp.), Pacific sardine (Sardinops sagax), blue shark (Prionace glauca), salmon shark (Lamna ditropis), shortfin mako shark (Isurus oxyrinchus), thresher sharks (Alopias spp.), swordfish (Xiphias gladius), tunas (family Scombridae), and yellowtail (Seriola lalandi). *Marlin is not allowed for commercial take.

In the Scripps SMCA you are ONLY allowed to target "Pelagic species"... how the hell can they include species from the "finfish" list in the "species" list but cut out all the good stuff?

i know this is a tad late... but where do they get off making two different lists for the same thing....?

I understand your confusion. It all hinges on what the definirion of is is. Dont try to confuse them with logic now.
