where to launch - Kayak Fishing Adventures on Big Water’s Edge

i want to fish la jolla but do not know where to launhc from. i have and ocean kayak two person and i want to do the least amount of padling possible. where is it legal o fish from? i like to fish heavy kelp so any help towards that will be appreciated.

You launch from the end of ave. de la playa and paddle out 3/4 to a mile just past the point.
