Never a bad time to buy, however this time of year you may see fewer up for sale from private sellers due to the good fishing that's going on. However, anytime is a good time if you have the money. Check out OEX. Take a yak out for a 'test drive' short yaks handle differently than longer ones, wider ones are harder to paddle (because of the drag), then there are stability issues.
I was lucky I did a lot of research and found one I liked without a test drive (I live near Magic Mtn.), but now that I have back issues the Hobie is the only way to go for me.

Check out places that rent kayaks. They should be ready to sell off their summer fleet in the next month or two.
