Wording is a little weird, yeah, but for us non spearos zuma is off limits for all fish, dume is off limits for everyone

the northern zone
is fishable if your fishing for palegics
wether your a spero or not

according to the dfg
and a guy who asked them specifically that posts at scsurffishing
