I mean on top of that check out the boom and net. That boat is a commercial either live fish (trap), squid or lobster. I think I know that boat and it's not their boat.

That means they are chartering it.

They can produce all the propaganda they want, go out there and shoot a few photo ops for the papers to keep the funds rolling in but they are not going to be able to spend the kind of money it would take to get that boat out there on a daily basis. Shit, these d-bags might end up being just like the seal nuts at the childrens pool, stealing rights and making up lies. Am I going to have to buy a GPS and a video camera to protect my self from thier allegations of my fishing in closed waters? Argueing over whos GPS is best is gonna be great in front of a judge. The fist fight sounds better abd better. Mike

it'll probably come down to it. they need to clearly mark the areas just like the old reserve and NOT enforce or even try to implement the MPA's until done so. its like getting a parking ticket for parking next to a curb that used to be red, or on a street with the "No Parking" sign missing.
