Help identify this - Kayak Fishing Adventures on Big Water’s Edge

Does anybody have any idea what this is?
Sorry I know it's not fishing related but I think it's outputting a high frequency
that's bugging my grand kid and their dogs.

Maybe they don't like dogs or kids. I googled it and although I didn't see that exact model, there's some that look similar.

Thanks to those that took their time and find this. It's pointed at my other house where my son and grandkids live. From what I have herd this guy has treated people in the neighborhood to cut their dog's tongues out. Thanks again
