If you are specifically targeting them use live bait. Either buy sardines if available or make your own bait. In the bays the best spots are next to docks and pilings. You will see smelt feeding on the growth. Jig a sabiki in those spots and you should get some attention. If that fails, troll freshwater bass type jerkbaits in deeper sections of the bay and you should pick up a few Macks. I don't use a trap hook but they are useful for smaller fish. Simply get your bait to the bottom and go with the flow until the bait cklicker goes off. And have your club ready if its big.
