I have removed for cleaning, but have always replaced.
I am pretty sure you'll want the foam for float in a emergency to keep the kayak afloat, although that can also depend on how much gear is added to the kayak. I know some guys will add extra foam for piece of mind. I believe the foam might also help with reinforcement when standing, but I have a Revo 16, so I wouldn't know about standing up |

The foam in pre 2019 outbacks serves two purposes, one is to reduce stress on the hulls and the second is to provide flotation should not be moved. On the 2019, you can move it but it is still providing flotation so you should keep it in the hull.
