I asked the guy at the bait receiver at Dana Point the same question yesterday (didn't catch a fish on Saturday's event, so had to go out again and get my fish addiction fix). He said that the sardine closure won't affect small local bait receivers at all, only the big commercial guys that scoop them up by the tons and ship them out. He also said the bait barge owner might even expand next year. This is just from one of the workers so the info might not be accurate, but this is what I was told.
