Seal Beach

Can anyone tell me what the restrictions are for fishing off Seal Beach and the oil rig off the coast of seal beach?
How close can I get to oil rigs in my yak without getting in trouble?
Is the fishing open off seal beach?
Is the fishing any good off seal beach?
Where can I find what parts of the So. Cal. coast are closed to fishing?

in the winter there is a big berm to get out on the beach, fishing is good along the jetti, Esther, the rig has some good surrounding structure, supposed to stay 100 yards off, we have fished as close as 20 yards with no problems though.
