Hey Wade you can use your hand bilge pump. No need to buy or make one.
Watched some old timers doing it at the cbad lagoon. Since then I took my little guy and my bilge pump and "pumped" a dozen in about 15 minutes, good times where had.... http://hubpages.com/hub/Ghost-Shrimp...cting-for-Bait |

look in the toy section of walmart and there are these squirt guns that are pretty much a complete pump just pull the rubber tip off and BAM got your self a slurp gun.

I wouldn't use your bilge pump...it might be okay for a while in muddy areas, but sand and other grit will eventually destroy it. I'm not sure, but I think it might be a little hard on the ghost shrimp too.
Ghost shrimp slurp guns are easy to make if you have a hacksaw and die set. You'll need:
If you have the tools it should cost $5-10. Otherwise I'd buy one for $20 at Squidco.
