San Diego bay has good bass and halibut fishing and would be the safe bet but if you go to la jolla there is always a chance at a nice

Does the rain effect the fishing, other than make the conditions nastier on the surface?

to a point.... fishing seems better just before its gonna rain... while its rainin the bite will stay or decrease from the better bite.. and when it stops raining it seems the bite slows down but u should stay out there as long as u can... u never never know
