From what I have seen, the less active your bait, the more likely any predator will inspect it closer. Most of them can be triggered into a reaction bite (even when they are not hungry) when the bait is moving fast and erratic. But most of them take a good bit of convincing to bite a dying bait, and few will bite a dead bait. So, as every deck hand will tell you, keep a live one on.
