Roger below is a link for all the MPA maps. at the bottom of that page is the SoCal brochure.
Point loma kelp is a BIG area and tehre is plenty of good fishing that is still open in that area. Just gotta paddle a little further or even consider an OB launch on a calm day. http://www.dfg.ca.gov/marine/mpa/guidebooks.asp
