There is reason for the stern attitude form the Naval security (AKA CG),it's really for your own safety. You see, if you were to fall off of your PWC or kayak in the path or vicinity of the Vessel underway the vessel doesn't have the agility to stop and wait for you to get back on your PWC. A number of bad things could happen to you if you are in the water in the path of a Naval vessel underway but the worse is the churning propellers that like to suck you into the blades. So, they are really protecting the average "joe" from himself.
