For the cart, check out this design.. very simply. The 5/8" rod is the perfect size to make an axle that fits the HF wheels:

I have a cart that I made just like the second one in the link. If you are not going over rocks the "PowerWheels" work great over soft sand. I have a pair for sale for $20 for the pair.
