I had the same results on the 2nd letter sent.
KAF indicates it is going through. But, I'm getting failure notices that they are NOT reaching the governor. It would be so easy for some MLPA computer nut to make this happen.

This is the failure message:

(reason: 550 Rule imposed mailbox access for noelle.quattrin-roost@gov.ca.gov refused)
