Sheephead is going to be reduced from 5 fish to a 2-fish limit.

It is tough to read these regs being that my last SoCal outings were when the limit was 15 fish at any depth. Back then sport boat anglers typically caught as many as they could, brought home the 15 biggest, and gave the remainder to the passengers who were seasick.
