Looks like a custom job with no steering other than dipping the paddle.
There is however currently manufactured motorized kayak called the MOKAI.

6hp 4 stroke Honda engine, i think it gets up to 15mph

heh, no kidding. But did you hear the announcer say that it won't float if its not moving? (makes sense given that small 'yak and the big motor).

That would make for a helluva trolling speed once he made it to the YT boil...
