Find the edges of the eel grass. Try bouncing the jig along the bottom or reel slowly along bottom and Bridges are always decent

Also, if you decide to pick up live bait, area between the 2 bridges (Mission Bay Dr and Ingraham St) has always been good to me for halibut.
