rocks should have signs that say when they are closed. its normally closed 10pm-1 hour before sunrise.

i hit that pier a long time ago. caught lots of good tasting guitar fish , and some rays.

www.pierfishing.com will give you a list of operational hours for just about any pier in california plus updated monthly reports for all piers. As far as jetties go, i dont believe your "allowed" to fish the DP breakwalls at night. Regular patrol by the sheriffs boat could make for a sketchy time if you fish the inside...
