You can launch at shelter island, there is a beach just south of the peir near the boat launch. The fishing is really good around there for bass and halibut. I have never hoop netted there before but have seen people launch there with them usually heading towards the harbor mouth.

I can't say where the hot spots are for hooping because I don't do that. But as for launching and fishing SD Bay is full of fish and places to through a kayak in. J St, 24th St, Down Town, Glorietta Bay, Tidelands Park, Spanish Landing, Shelter Island, Laurance Street. You can catch fish near all these spots. Use the Google maps satelite option and just study the bay and look for all the places you might want to fish, then look for a beach or launch ramp close by. Mike
