I saw one in Redondo a few months back and just like you I was very surprised to see one so close to shore. The only other times that I've seen them in Pacific waters was while I was in Mazatlan and again in Cabo. I don't know how common they are up in our waters but it was definitely Cool to see.

Ive seen a few around LBC a few years back. One accidently ran into my sabiki and when i got it up we were all surprised. Also seen one a month ago in Los Alamitos Bay while kayaking.
All the ones ive seen look to be 150-200lbs.

They are actually really common. Seen a few in the Carlsbad area and Dana point.

I remember reading a report that someone posted. It had a picture of a turtle in the water just staring at the camera. Looked like it was right next to their kayak.
