Questions for the rod builders here

I have a Lipper Evolution Neo Carbon solid carbon rod. The blank is an extremely small diameter, 10 mm at the handle. The rod needs to be completely rebuilt from the handle to the guides. Part of the reel seat has cracked in half.

All of the guides need to be replaced (9). The hook keeper as well.
I'm thinking that the handle may be an issue due to the thin diameter of the blank.

I don't think it is a blank through handle rod.
I really enjoy this rod it has great sensitivity and has a ton of backbone. It is very heavy though.

I don't want to break the bank if possible.

I am no expert. I have wrapped about 20 rods including a few re-wraps. My initial thoughts are:
1) the 10 mm handle shouldn't be an issue. I have wrapped 2 rods with smaller diameters. both had the butt all the way through the handle
2) I'd guess the blank goes all the way through the handle. You should be able to tell by popping of the butt cap. It really doesn't matter since the reel seat needs to be replaced either way. It will only affect the replacement hardware you select.
There are a lot really good wrappers on this site who should be able to restore for a good price. Cleaning up the old wraps and handle can be a PIA so the labor is more than a new rod.

Tomahawk nailed it on the head. Sounds like a standard rebuild project to me. Hardest part will be choosing all the new compnents you want and what cool colors it will be.
