La Jolla shores launch area

On the webcam, it looks like a wall of sand has been erected. What is the purpose of this thing ? Anyone figure it out?

But really, I have no idea. Maybe they are expecting large swells?

The other day when I was there the water was coming over the beach onto the street and the sand was packed down hard. Maybe that's the reason. I don't know.

I think its because of the really high tides to prevent flooding the road
