Have you seen the
DJI phantom Adriel Uav go pro drone quadracopter ? I don't really know how to paste the hyperlink , but if you google it , you can see it . It is a remote controlled , copter that mounts the go pro . The camera can be remotely turned and pivoted , of it ca be positioned to stay level all the time , via sitting on some sort of bearing / axle . The copter is real easy to fly , unlike other copters , and has gps tracking in case you go out of range of loose control of it . It will basically come back to its original starting point . You can see videos online . My co worker brought his to work , it makes incredible videos . My idea is one guy carry copter out and film while another angler is hooking up .

I'm actually working with a friend of mine who is a computer nerd and we're trying to establish a way to program the copter not only to follow GPS coordinates, but instead a moving signal. We're attempting to find a way to have the copter lock on to a signal, say an IR emitter that somebody is carrying, and the copter would stay a certain distance from that source. In other words you could launch the copter with a programmed distance and as long as you have the emitter it would fly itself at that distance which would also affect the height. Imagine launching the copter by yourself and having it fly around catching all the video feed, it'd take videos to a whole new level! When you are done filming you send a signal and the copter would head toward the signal source to land. We're still in the early stage but it's in the works

Wow, that IS pretty cool!
We just need them to come up with underwater plugin, to mount by the transducer... And done, got it all covered, above and below!
