LJ making bait at pier
Can someone tell me why (or if) it's legal to make bait at the pier at LJ. How close do I have to get?

The blue area is good to go on coastal pelagic species ( see below ) except market squid. Hook and line only of course. The blue area pretty much starts at the base of the pier but the pier points slightly NW. So technically you can fish a small area on the south side. But safe to stay either off the west end or north side.
Coastal pelagic speciesX(CCR Title 14, Section 1.39), as defined for purposes of MPA regulations, include the following: northern anchovy (Engraulis mordax), Pacific sardine (Sardinops sagax), Pacific mackerel (Scomber japonicus) and market squid (Doryteuthis (Loligo) opalescens).

i have fished for bait in the mpas when bait is extremely hard to make and prior to grey light. only a few times as a last ditch effort.
