squid jig?

Took my bro in-law fishing sunday and he gave me this lure that I assume is for squid. Have any of you used them? It seems to be for the surface since it is foam wrapped in some kind of fabric.

See them on eBay a lot and advertise that they are used to catch squid and other bait. Seems to be more of a east coast thing.
