juveniles harvesting

Last Friday 7/24/20 there was a lobster boat around the LJ kelp setting/hauling traps. They were getting only juvenile kelp fish and I didn't see any released back.
Is this legal? If yes, is this sustainable and responsible?

DFW used to run a Q/A column. You could look around the DFW website and see if it exists.

Looked like they were harvesting Sculpin, i couldn't see for sure but i know i saw them toss a ton of shorties back last Friday.
