LJ Launch Maintainance

Who is responsible for maintaining the launch?
I see those guys out there busting their butts to make it nice for us and I just want to say thank you.

City residences pay taxes and we county people get to use it for free.

Of course I'm sure when I buy goods in San Diego that some of the tax I pay on those goods end up in the fund to clean up La Jolla.
