I'm so Duh

I heard people telling where they were today by saying "41/20", I guess that means the second set of numbers of a lat/lon. Am I correct? If not, let me know what it means.

41/20. 43/43. 20/20

Don't think it was 420, of course I could be wrong, but there were several instances of giving locations in this manner. Based of this thinking, 41/20 or so would put you off pt Loma, about 4 miles off shore, as this skipper indicated.
I am only guessing, and would gladly welcome better knowledge then my guess.
