NPH Coastguard launch?
Ok, so the parking lot opens @ 6am and closes @ 10pm. Can you still pull in to load/unload after hours or do you have to wheel everything out to the street?

You can pull in to load and unload by the gate that leads to the beach area.

We've parked there before 6am and never had in issue, by the time we were ready to go and head to the water it was probably after 0540. As always, park at your own risk

why not park on the other side of the water near the last fishing dock?

At high tide you can be standing in thigh deep water. Inconvenient, at the least, if you have to unload a bunch of a stuff. Coastguard launch sounds good. Thanks.
