We had a similar situation on opening day, one of the lobsters that was caught was a "clicker". When the warden placed the gauge over the carapace the gauge he was able to release the lobster and hold it up with the gauge, the lobster never fell off. The lobster was measured multiple times and we knew it was legal by a hair, I'm more than certain that if the gauge did not hold the lobster in place the warden would have deemed it short and a citation would have been issued. When we returned to the launch site my catch was inspected, when the warden was done checking everything out I asked him how many citations he handed out, he didn't give an exact number but did say that he had issued "quite a few for shorts".
